are accessible only through the Michigan eLicense sysem at    https://www.mdnr-elicense.com
select Purchase a License, Permit, and Application.
You will have to create an eLicense account if you don't already have one. ID and Birth date only work if you already have created an eLicense account.  Phone calls will just refer you to the internet address above.
